The Kaltenegger Dossier
From earlier sales models and gold products to TGI AG
This analysis reconstructs the business development surrounding Helmut Kaltenegger and TGI AG.
It does not begin with the regulatory measures taken in 2026. The chronology reaches further back and examines earlier companies, sales models, gold businesses and business partners that are relevant to understanding the later TGI structures.
Only documented events and publicly traceable connections are presented. Where connections in time or between individuals appear relevant, this does not automatically mean that the companies or individuals concerned shared economic or legal responsibility.
From financial sales to tangible assets
One starting point can be found in the Austrian financial sales sector.
As European and Austrian financial market regulations changed, the conditions governing the distribution of financial products changed as well. In the years that followed, new models emerged in which tangible assets increasingly played a role.
Gold, diamonds, mining and later cryptocurrency-related products repeatedly appear throughout the period examined.
The companies and products changed. At the same time, the research identifies recurring individuals, business relationships and, in some cases, similar sales approaches.
Gold and rebates
A central element of the later models is the combination of physical gold with regular rebates or repayments.
For an economic assessment, two separate questions need to be considered:
the ownership or purchase of gold
and
the financing of additional regular payments.
The existence of physical gold does not, by itself, explain the economic source from which additional rebates or repayments are financed.
This distinction is important when examining the later TGI products.
Mines and refineries
Gold mines, refineries and international gold transactions also appear during the period examined.
Such facilities can, in principle, form part of genuine economic activity. However, photographs or videos of a mine, refinery or gold inventory do not by themselves establish who owns the facility, what rights a particular company has to it or what revenue is actually generated from it.
The dossier therefore examines more than whether a facility exists.
The relevant question is what verifiable economic connection exists between such a facility and the product offered to customers.
TGI AG
With TGI AG, gold products were eventually distributed on a larger scale.
The products included gold purchases combined with additional rebates or repayments.
In 2026, several financial supervisory authorities examined these offerings.
In Germany, BaFin prohibited the public offering of the “Customer Basic 2%” product in April 2026. In June 2026, it subsequently issued a winding-up order concerning the “Sales Premium” product.
The Austrian FMA also published measures or warnings concerning TGI in 2026.
The Financial Market Authority in Liechtenstein likewise ordered measures. One of the central legal questions was whether certain models constituted deposit-taking activities requiring regulatory authorisation.
The economic question of how the products operated was therefore accompanied by a regulatory question concerning their legal classification.
The Gold Bond
A so-called Gold Bond was also presented during this period.
The descriptions associated with it referred to substantial assets and international settlement structures.
For this analysis, however, the amounts that were claimed are not decisive. The relevant question is which assets, claims and payment structures can be verified through reliable documentation.
The same distinction therefore applies here:
A name, an ISIN or the presentation of a financial product does not by itself establish its economic value.
Another company enters the structure
At a later stage, the Vorarlberg-based Immpuls Bau GmbH, later renamed C-T GmbH, appears.
Its managing director was Dr Bertram Schneider. Its shareholder was Immpuls Wohnbau GmbH.
According to a contract cited by NEWS, the company was intended to take over TGI customer relationships.
According to investigative findings reported by NEWS, approximately €31.29 million in suspected investor or customer funds entered an account attributed to TGI between January 2024 and January 2025.
Approximately €18 million is reported to have been returned to investors or customers.
A further approximately €2.9 million is reported to have been transferred to the Austrian company Gold Crest Trading GmbH, while approximately €5.8 million is reported to have gone to specific or identifiable recipients within the TGI-related environment.
These figures reflect investigative findings published by NEWS. They should not be understood as judicial findings.
From Vorarlberg to Dubai
According to the account published by NEWS, customers initially transferred money to a lawyer’s escrow account.
From there, funds are reported to have been transferred to the then Immpuls Bau GmbH, later C-T GmbH, and subsequently to Swiss Wealth Solutions Limited in Dubai.
The structure examined therefore extends to another international payment route.
For its assessment, it remains important to distinguish between documented payment movements, corporate relationships and conclusions that might be drawn from them.
What the dossier shows
The dossier documents a development spanning several years.
It shows changing companies and products, gold as a recurring element in different business models, sales structures, international business partners and, ultimately, regulatory measures concerning individual TGI products.
Not every connection in time, personnel or business activity proves the existence of a common structure.
It can, however, provide a reason for closer examination.
